The phases of all boondoggle projects

Seen here, aimed at Portland's decision to use public money to build sports stadia, but certainly applicable to many other projects, such as the "Willamette River Crossing" (3rd bridge fantasy):

There are two phases to any project:
Phase 1 - It's too early to tell.
Phase 2 - It's too late to stop.
